BOINC is set to start upon system boot up. The following is the output when it first opens.

--- - 2004-07-05 18:08:30 - Starting BOINC client version 3.19 for windows_intelx86
--- - 2004-07-05 18:08:30 - Renaming account_.xml to account.xml
--- - 2004-07-05 18:08:30 - Couldn't rename account_.xml to account.xml
--- - 2004-07-05 18:08:30 - Warning: not adding project account_.xml
SETI@home - 2004-07-05 18:08:30 - Project prefs: using your defaults

Is it normal or even correct for it to be unable to rename an account, etc.? If this is a bug, where would or should I send it to.

hmmm...try making sure that none of the files are read only.
other: try reinstalling boinc.
