Since joining, my RAC has been climbing steadily, but recently has taken a dive.
I this normal, temporary, or have my processors simply maxed out ?

It generally takes 6-8 weeks for RAC to reach it's nominal level. Of course any system down time (yours or Seti's), and changes in the type of work being processed will have a big impact on the amount of Credit earned.

Edit- Every Tuesday (Berkeley time) there is a system shut down for database maintenance, this will result in a big drop in RAC, followed by a big boost in RAC. Depending on the length of the outage you may or may not run out of work to process. If you run out, then RAC will drop.
