dozens of successful installs over 20 years and never a problem until now
run as administrator - nope
windows defender firewall off - nope

successfully installed 32 bit version per this thread

now get this software error
Notice from BOINC
Can't detect VirtualBox because this is a 32-bit version of BOINC; to fix, please install a 64-bit version.

now it seems my computer does not exist even though it has successfully processed work

If you are only going to run SETI then you don't need to install VirtualBox.
