I was trying to figure out how to set certain times. Is it military time or what is the break down?

Projects use UTC time for their servers. Otherwise known as the old Greenwich time.

Times in the daily schedule boxes are the same as those displayed on the local computer, but on a 24 hour clock.
One trick to know about is, if you want to compute over night, say 20:00 on day one to 06:00 on day two, you set the start time as 20:00 and the end time as 06:00 on each day and BOINC looks after the fact you cross midnight.
