Can an OP of a thread transfer ownership to another poster? Can a moderator or administrator? |

It may be possible for someone with full access to the forum server and database to do such a change, but the moderators do not have that access. One possible (but messy) solution is for the "new owner" to create the new thread, then for each contributor to request their posts be moved from the old thread to the new one. This may be OK for a thread with only a handful of posts, but for a thread with even a few dozen its going to be a very time consuming task and will result in a lot of moderation notices being generated and distributed. A better solution for large threads would be to create the new thread and ask for the newest handful of posts to be moved across, having first locked the old thread.
