Move the website/message areas off the main Seti Servers

Surely, banners could be added to the website/message areas to announce the Seti Servers are down for maintenance. So no one would be posting about no access. You would have to setup a table replication with all that information on a different server and then keep it synchronized. Ouch. Oh, well.
