Why the apparent silence from the EU and Western European Countries?

There is no silence here.
All countries around the Baltic Sea wonders what Russia is up to.
Should we prepare for an invasion?
Russia are very much preparing their army with invasion forces, VDV for instance.
It's unlikely they will invade but when Russia say "Don't worry" at gunpoint, we do worry.

Do the countries around the Baltic Sea include Economically Powerful Germany, France and the UK?

Yes. But only by being members in the EU.
The EU has no military strategy.
And Sweden and Finland are not even members of NATO.
But if we do join NATO, Russia has sent us messages like "We have nukes".

And because of the “radically changed environment.” we are now most likely going back to the old conscript system.
My "grandchildren" will like that:)

There is no silence here.
All countries around the Baltic Sea wonders what Russia is up to.

Russia has cut down on all economical sectors but the military budget.

Workers are about to complete the handling infrastructure for partly damaged spent nuclear fuel at Russia’s Andreeva Bay.

About 22,000 spent nuclear fuel elements from operation of Soviet’s fleet of submarines are stored in three dilapidated concrete tanks a few hundred metres from shore on Russia’s Barents Sea coast. That is equal to around 100 reactor cores.
No other places in the world are so huge amount of highly radioactive uranium fuel stored under such bad conditions.

The storage site is in Andreeva Bay, located in the Litsa fjord some 55 kilometres from the border to Norway.
The three storage tanks with spent nuclear fuel equivalent to some 100 submarine reactors.
