Terrible down loading rate

At the moment we have 0,4 kBits/sec. Maximum was 4,0 kBits/s. Average time to do this was 10 min. Why must be so slow? During the same time, it's possible to download from cloud more as 300 MByte!!! Everyone has wished for a higher speed link for them for quite a while, however, it may involve digging in a new link for a mile or so (anyone got a spare $100K?).
