I don't know his name, he's a messenger of the Ori from Stargate sg-1 Season 9.
He's a messenger that gives civilizations on different planets an offer they can't refuse, worship the Ori or be destroyed. The Ori are a highly advanced civilization of beings that demand to be worshipped as Gods, not unlike some of the woman I've had the pleasure to date in my life. ;)
