Although I have said no work while in use and work only after idle for 3 minutes, BOINC is running projects 100% of the time causing my free memory to become very low. What do I need to do?

Found answer to problem. Set Manager to run based on preferences instead of always.

Did exactly that and now it's performing perfectly. At this very moment I have 188 megs available instead of 60-something. Thanks.
