It's not a fault, it just means that the work unit that has the earlyist report deadline will be crunched first.

ok well heres a new one that showed up

and i did that msg serch but it's just a flood of posts from random topics it seems i also checked that other site you linked but for that msg it ran me in circles

The new scheduling system basically works by while Project A is running Project B collects a debt dependent on its resource share. So your resource share is honoured over a longer period rather than an hour by hour basis. Highest debt first just means that the project that is owed time on the processor will be on the first on.
