I installed BOINC on my W98 machine, went to Projects, entered the URL and account key, and clicked OK. The pop-up Attach to Project window vanishes, and nothing else happens.

No projects are listed, no nothing.

Now what?

In the lower right corner of the boing manager status bar, what is displayed?

Is boinc.exe running?
