With classic SETI, using SETIDriver, I was able to keep enough extra WUs, waiting to be processed, in my cache, in order to ride out a server outage for several days.

Is the only way to get extra WUs, to set the days between connects in the preferences in "your account", or can the number of WUs to download be controlled elsewhere?

The 'connect every x days' setting controls the queue size. The BOINC client will use that number to calculate how many workunits you need. It should not be set to more than 7 to 10 days, the BOINC workunits have deadlines. If you attach to multiple projects set it quite low since the client may multiply this setting by the number of projects. It is also generally less important to have a large queue since the odds of all the projects being down at the same time are low.
