Yes, but 4.14, 4.15, 4.16, and 4.17 were not released to the public. 4.50 - 4.61 were not released to the public either (don't know about 4.62 yet). The point is that there is a higher risk until it has been tested sufficiently. The length of testing needed depends upon the amount of change since the last version. There have been a couple of truly bad drops to the Alpha testers...
