Right now I have this project ignoring my 1060 and Collatz ignoring my 2080ti. I was thinking of using the 1060 for this project but I don't think it can take multiple tasks simultaneously very well. Is it possible to continue running 2 tasks on the 2080ti while running 1 task on the 1060 for this project?

Only by writing an elaborate app_config file along with some adjustments to the cc_config file.

The only way i know to run 2 WU on one GPU and 1 on the other (if both are Nvidia) and optimize the crunching process for each GPU simultaneusly is to run 2 separate instances of Boinc on the host. Each one optimized for each GPU model.

My experience with Windows and my gtx 1060 3GB's shows it is more than twice as slow trying to run two gpu tasks. If you have a Gtx 1060 6GB it may have enough memory that it doesn't slow down.

You might even get more total production on the 2080ti with 3 tasks. So you could run 3 for Seti and run 1 task for Collatz.

The 1060 in my system has 6gb of memory. I'll have to try running 3 tasks on the 2080ti. Currently it's configured for .5cpu/.5gpu.
