I'm trying to get new work to download and only get "communication deferred" over and over, yet my uploads go through just fine. Very frustrating and I'm about ready to call it quits and uninstall.

Chill mate. This is midnight at west coast in US, and people can fix this are probably at sleep. I am sure it will get resolved tomorrow. Just find a backup project in case you want to keep your rig contributing all the time.

I hope that's not the case. With hundreds of thousands of people donating their electricity and computers to analyze this data, surely there is one person responsible for restoring the system as soon as it goes down, even if it means getting their butt out of bed.

Why?
This isn't a mega corporation with 10s of millions of dollars in funding just for the IT department alone. The project is pretty much a couple of people, responsible for the servers, application development, getting grants, doing the science, working on new hardware & software for other data sources, etc, and running on dated, donated hardware.
There is no guarantee of work, hence the option to join up to other projects to keep your system busy during those times things break here. Or you can use it as an opportunity to give your system(s) a rest.

It's frustrating when there are problems, but it's not the end of the world. No one is going to die or be seriously injured just because Seti is having issues, so it's not worth getting all worked up about it.

See the "Panic Mode On (117) Server Problems?" for all you might want to know about the s@h server status and other happenings... ;-)

Also note that the whole design idea behind Boinc is that Boinc is distributed and is resilient to outages at any one project so that you can continue to usefully help other projects whilst any one project might be temporarily offline or otherwise out of work. All very good for a varied mix of Science and fun! :-)
