You might think that is rather harsh and that I should be offering "thoughts and payers", not that they ever do any good, or contributing to an aid agency.

So a little history is needed. My Dad's units job in the 50's was to clear up arms dumps left over from WW2 in N Africa and down to the former Italian colonies in the Horn of Africa. When I was 12 or 13 I went on one of these little trips, who wouldn't all those chances of firing off thousands of left over ammo and blowing up all that wasn't recovered or needed.
But I did learn one thing and that was where to pitch your tent in the "rainy season", and that is NOT, I repeat NOT in a Wadi. https://www.google.com/search?client=firefox-b-d&channel=crow&q=wadi+definition Rain in that part of the world, when it happens is usually measured in whole inches/hour.

So why do they live in one and who allowed it.

So why do they live in one and who allowed it.
Ask the same question for all those who live along the banks of any river. Ask why they rebuild the homes year after year when they flood out. Ask how these people can get flood insurance. Ask why it pays out for something that is as predictable as the next sunrise.
