With this setup I am getting part time 1 percent cpu usage. It is an 8 core system with plenty of memory. 4 drives have over 3 TB

How do I maximize production, set normal priority, and allow up to 50 percent usage on all 8 processor cores? This computer has a lot of idle time.

Push this line:
<cpu_usage_limit>45.000000</cpu_usage_limit>

to
<cpu_usage_limit>100</cpu_usage_limit>

Doing this will more than double your throughput.
