I've just recently thrown together a hodge podge of parts to start doing some testing with running boinc projects. My final goal is to purchase two Xeon E5 chips and utilize them for boinc projects. Before I do so though, I was curious about how well dual cpus are utilized in boinc?

Plenty of people use them. BOINC will detect how many cores/threads your system has and use them all by default. There may be a limit, but it is quite high (>32 I think)

If the OS can see them, Bonic /Seti should use them by default.

However, in a "bang for the buck" situation, the higher end GPU's will process more WU / unit of time than the cpu's will. So if you are looking to max out your production you should be looking at lower cost motherboards that can support 4 Gpu's (unless you go into those open chassis/extended riser thingy's I have seen pictures of.

Not necessarily. If you install BOINC as a service, BOINC/SETI won't be able to use the GPUs despite the OS seeing them.
