Is the computer's name on the computer itself also in these Chinese characters?
If so, you can change it here: Start->Control Panel->System->"Computer name, domain and workgroup settings"->Change settings.

So, why not for the moment change the font your browser is using?
In Firefox do this via Options->Content->Fonts&colors Advanced...->set a font you like and then UNCHECK "Allow pages to choose their own fonts, instead of my selections above". You probably also best set the option "Text encoding for Legacy Content set to either of the Chinese options.
Exit this window then by clicking OK & load the Seti pages with your own font.

Afterwards all you have to do to fix the pages to how they look is to check "Allow pages to choose their own fonts, instead of my selections above" and click OK.
