Today(yesterday) I haven't been able to get any tasks so I logged in the website to see what it said under "account" and it said I was in progress 100 tasks but I had none in the boinc program.

Tonight I pressed reset project and I finally got the 100 in boinc but now it says I am "in progress" of 200 tasks under my account which isn't correct.

Right now it shows I have 3 AstroPulse at my account tasks display online. I rarely even get one. These do not exist in my boinc program running right now. I've never had this happen before.

You may be confusing the server's view of what is "in progress" and what is actually running.
From the server's view a task is "in progress" until it has been reported, it then moves to the "pending" list, then to the "valid", "inconclusive", "invalid" or "error" list - depending its validation.
When you use the BOINC task manager, in the "advanced" view you wil see a list of all the tasks that are on your computer, and their "state", that is, are the downloading, uploading, sitting around waiting to run, running, etc there are a few more states, but I can't remember them all.
Finally there are "ghosts", tasks that the server has sent to you, but have never arrived, these tend to happen when there is problem with the connection between your computer and the server....

I believe "ghosts" better explains my issue. Thanks.

So how do I remove the 100 "ghosts"?

I'm almost done with the 37 I actually have.

You don't do anything.
When the Resend lost tasks feature is off: The system will mark them as timed out and send them to someone else.
When the Resend lost tasks feature is on: The tasks are sent to your host on the next work request.

Currently SETI@home has the Resend lost tasks feature off. As it wreaks havoc with the database server and brings the project to its knees.
