I must have started or stopped the program at some strange point.

Just the other day the normal 360-degree rotation was working...suddenly it is going... at a snail's pace.

It moves, but very slowly.

I upgraded AFTER the problem, hoping it would solve something, but not help.

Normally when graphics slow down, you best check the videocard first. Dust in the fan, is it overheating? You can check GPU temperatures with GPU-Z.

Similarly, the CPU being dusty and hot can also slow down the system.
Core Temp is a very fine program to check temps of the CPU.
