Where in the boink manager is the update command?

Assuming you are using the "advanced" view:
Look in the "Projects" tab, and with a project highlighted, then it is the top button on the left hand side.

("simple" view is the one with the graphics, "advanced" view is the one with lot of tabular data - you can switch between them either using ctrl+shift+A to advanced or crtl+shift+V to simple, or you can use the "view" menu....)

The Simple View has got the normal commands, including "Update" as well, under the Project Commands button. See http://boinc.berkeley.edu/wiki/Simple_view#Projects_Window
