Here are the rules:

1. The previous winner posts a picture of some sort of tool.
2. Other people guess what it is. The poster tells them if they're right or wrong, with any other comments he/she sees fit.
3. After no new guesses have been made for a couple of days, the poster should provide a hint.
4. If there is still no correct answer given, the poster may declare the panel stumped, give the answer, and post another picture.
5. Whoever posts the correct answer is the winner and posts the next tool. Go back to 1.

New rule "that a winner, if they do not run the next stage declines and the game is open to any one who wants to play."

Does it hold up wires under the hood so they don't droop and touch the engine?

(Seems unlikely in as well engineered a car as that.)

It is not a retaining holder or part of a holder. It does have something to do with a (several) wiring harness connector.
