If some will judge war criminal by number of deaths in particular war (just as you suppose to do refusing to see common parts and making accent on scale) perhaps one should be sentenced 10 000 years and another "only" let say 200, will such comparison be better?

Did you see "because" somewhere there? Not "war criminals" because of wars. But if both wars, and if both criminals, both should be treated as such. And scale at some point doesn't matter. Scale between 1 year of prison and 5 years of proson is matter, but scale between 10k years and 200 years means mostly the same - whole life prison. That's the main point, not to precisely describe all differencies (as you started to do?) and so on. With all differencies there are quite simple similarities - crime should be punished.
Next question - was crime or not (war criminal or not) - seems like UN conclusion - yes, war criminal. Then title of thread, not? Or you think "only" few thousands deaths caused by absolutely dishonest reasons deserves only lack of vacations and money penalty? Against what you object in particular?

So if you want to hang war criminals then go for all of our politicians who voted to allow that war to happen.

In some degree whole world allowed it, other countries did not object strongly enough to be honest... But nevertheless degree is different, quite different in this case. There are who actively convinced others to start war, who made all that war happened, and others who not resisted those enough. First are war criminals and should be punished. Second should make right conclusions from that.
