I wonder if someone can help me sent this computer back to the shop the PSU crashed and since it came back cannot get into my account on it. It will only work with the windows c.d. in the drive, is there a way I can fix this or how do I do it so that it automatically goes to my account and load up everything including BOINC.

The shop may have re-imaged the computer. They should have set up an administrator account on it and told you what the password is. Using this, you should be able to create your own accounts. BUT, you may have to re-install everything.
