The fires have fortunately been stopped short of the town of Hat Creek and the Allen Telescope Array. A statement by the U.S. Forest Service today, Aug 6, at 7:11 a.m. local time reports that road closures and evacuation orders have been lifted.
Dr. Seth Shostak, of the SETI Institute reports that electrical power and telephone service has been restored to the observatory, their computers are being brought back online, and over the next couple of days they will attempt to bring the observatory back into operation.

Growing up in Africa - and seeing how fast and how out of control wildfires can get (and always when water is in terribly short supply) all I can say is that fire fighters are amazingly brave. I hope nature gives your guys a helping hand...
