The plane was flying 200 miles north of the usual rout because of storms. This is not unusual but it could have confused the thugs with high tech rockets.

I find it interesting that Putin said the country over whose territory it was shot down is responsible. So is Putin saying that province is part of Ukraine or that the thugs did it?

It appears the rockets were fired by the thugs, not the regular Russian Army, who thought it was a Ukrainian cargo plane.

This is just a regularly scheduled press conference. It was supposed to be about the neutralizing of chemical weapons in Syria. The Admiral as I type is doing political speak when asked about the missile; "I don't have that information" "You will have to ask Ukraine" "You will have to ask the investigators". The only telling statement was "It's beyond credulity that this weapon could be fired without training".
