Because they did not realise that the Russian rebels had access to more than hand held anti-aircraft weapons. It takes radar and larger missiles to reach 35,000 ft (10,000m). The rebels in Ukraine haven't previously been using truck mounted surface to air missiles but now suddenly they have. Fill in the gaps yourselves but smells like conspiracy. The only question that remains is how to blame this on "The Great Satan". Now he knows. "The Great Satan" confirmed it was a missile as he picked up the radar tracking turning on and the heat signal of it exploding. Soon he will announce the location from where it was fired.
