Obviously the two halves move apart controlled by the black knob. If we had a pic of the part with the pins that might help.

Its a Universal Work Holder used for holding irregular shaped objects, such as jewellry. An example with pins fitted is shown here.

I can see a 1/2" square socket in the side so it's a jack of some sort? - No not a jack.
