Nope. It can be used correctly on non-electrified lines. I believe it could be used on electrified lines as well.

Hint for the evening. Although it is a rail road tool, many of the legitimate users are not rail road employees, but employee of customers of the rail road.

It is indeed a train car mover. This is typically used by clients of the rail road to move cars around on their spur. You place the tool under and behind a wheel and pull down on the handle.
