@John - not a screwdriver

@celttooth - nothing to do with brakes

@N9JFE - Not for fixing leaks.

Right I am going to call it. When I finish a run I normally clean the boiler tubes with a flue brush, but sometimes a tube will get blocked such that I can't get the flue brush through. So I poke this tool down the blocked tube and with twisting and stabbing action I will break down the coal and ash deposit that is blocking the tube.

Both N9JFE and John McLeod mentioned cleaning tubes and perhaps the difference between cleaning and unblocking is splitting hairs, so I have decided to give to declare N9JFE winner as he mentioned it first.

PM on its way.

That is indeed splitting hairs, and sent me off in the wrong direction...

It did me too.

I'll see what I can find. I'll go look for something instead of using my last preloaded kitchen tool pic.

Here you go. I'll accept either the name or the function.

Knowing how it's intended to be used, I'm going to venture that it's concave.

Is it a skin scraper ?

It involves skin, but not a scraper.

Hint: it's very old, like mid-1800s.

It's an old Blood Letting Scarificator.

Yes!

From the site where I found it:
Show your child this the next time he cries over his booster shots. The Mallam Scarificator temporarily vaccinated against smallpox. All you had to do was dip the four blades into the pustules of a person already infected, then flip the lever to stab the blades into a child’s arm. If he didn’t cry, he could choose between the Otto Von Bismarck or Susan B. Anthony Band-Aids.

PM coming.

I believe it is used for exact measurement of the inside of a hole.

What is it used for?

First hint: it has a long handle that is not shown.

I really don't know the name in English, but I'll try:

It's an attachment for a floor sweeper/cleaner head.

It has nothing to do with cleaning or sweeping or floors.

This evening's clue:

It has something to do with rail roads.
