On Mac OS 10.9 (Maverick) when boinc is minimized and the computer is idle and has no activity Boinc sets in a suspended state. on 10.8 (Mountain Lion) it processed in the back ground.

This appears to be a compatibility issue with Maverick and Boinc.
Anyone else experiencing this issue?

I am seeing the same issue on both my Macbook and iMac after updating to 10.9

Does it process work if you set BOINC to work always?

Also did you reinstall BOINC after upgrading the OS?

I asked the BOINC developer for the Mac, he answered me:
Hi Jord,

I tested this tonight on OS 10.9 Mavericks with BOINC 7.0.65 and also 7.2.23. In both cases BOINC behaved completely as it should. When the "Compute only after computer has been idle" time expired, the project applications resumed running, both when BOINC was shown and when it was hidden/minimized.

Cheers,
--Charlie
