It looks like seti boinc is back on line.
At least here it is working just great and have been able to send in over 50 completed work units in just a few minutes.

The server will be overloaded for awhile with everyone trying to return results and download new workunits. I managed to upload results from one computer but it took several tries. I had a couple of failed downloads though. I am going to wait awhile for things to settle down to try again.

But is the validator working?
I uploaded and reported 2 WU since it came back and they are both sitting there with 3 valid results, 3 pendings, and the validation state set to 'initial'.
Usually the granting of credit is immediate when the third valid result comes in?
