After downloading and installing version 4.13, it gives a message "Resuming computation for result...using version 4.05. Is this normal?

Version 4.13 is the Boinc client application.

Version 4.05 is the Seti@Home client that is processing the wu.

Yes this is normal. Version 4.13 refers to the Boinc core client. Version 4.05 refers to the Seti client that is running on Boinc 4.13.
