Yeah I read about this in the local paper. Everybody's basically making fun of him for it, saying oh it's too late now it's just wasting time, nothing good would be accomplished from this so late in the presidency, etc.
However, this going through before we go to war with Iran would be nice. Drafts are bad.

Bush's favor is up in the polls, we all support the war effort, Bush's favor down in the polls, bash him and call for impeachment....it's not rocket science, it's wishy-washy politics.

Do you think this really helps his odds of being re-elected?

Campaigning is campaigning and yes I do think that increases a candidates odds of being elected.
