Somebody in Iraq got rich while American soldiers and Iraqi civilians died. At the end of the Iraq war, vast sums of money were made available to the US-led provisional authorities, headed by Paul Bremer, to spend on rebuilding the country. I am a big fan of Robert Heinlein, as it seems is Tom. I love his ideas for granting and exercising franchise as outlined in "Starship Troopers". 1. To be granted franchise you must serve the public good for a minimum of 2 years. This service shall be totally voluntary, and not necessarily military in nature. The only penalty for refusing to serve is to have no right to vote. 2. The franchise is withheld during your service to preclude the possibility of a "Praetorian Guard" syndrome whereby the civil servants vote themselves favorable policies and choose who will lead them. This would eliminate a significant amount of corruption in government. Not all, I'm not that naive, but it would remove those who live on the public dole from the ranks of the electorate, as well as all who have no interest in serving the public good. Hey, that would remove the whole Berkeley City Council! :-) What the heck is up in Berkeley?! Thoughts anyone?
