I am running Mac OS 10.3.8. How can I make the Boinc Menubar launch @ stsartup? I've tried putting an alias in the Startup items folder inside library. Should it be in System>Library>startup items?

There is no need to put anything into the /System/Library/ or /Library/ tree unless it is absolutely necessary.

To add an application which should open automatically when you log in, do the following:

1. Open 'System Preferences'
2. Click on 'Accounts'
3. Click on 'Startup Items'
4. Click on the plus sign '+'
5. Choose your directory where the BOINC menubar application resides
6. Click 'Add'

Log out, then log back in to activate the changes.
