Sometimes my BOINC fails to start, and when I try the CLI I get this message:

I have to remove and reinstall BOINC before it works again. I have the same problem on a completely different system, and both don't have faulty memory (tested!).

Edit-> I just upgraded BOINC to 3.20, but this doesn't solve the problem.
When the crash occurs, the SETI exe is started with graphics, and seems to run ok.
Edit2-> I'm pretty sure that the crash occurs when BOINC tries to connect to the scheduler or tries to upload a result. What's strange is that after a fresh install, it downloads the SETI software and some WU's, so at first there are no problems.

what computer are you using (exactly components)

System1:
Asus Terminator P4 barebone with 512MB DDR266 and PIV1,8GHz (Willamette). Everything onboard (SiS chipset with onboard graphics and LAN). XP Pro

System2:
Asus K8V, AMD Athlon 64 3200+, 512MB DDR400, ATi Radeon 9800Pro, Soundblaster Live! OEM. XP Pro

System3:
Asus P4C800, PIV 3200 (Northwood), 2x 256MB DDR, Geforce Ti4200. XP Home

System4:
Intel mainboard socket 478 (unknown type), PIV1,8GHz (Willemette), 512MB DDR266, 3x 3COM LAN. W2K Advanced Server.

There are more, with very divers hardware, most with XP Home.

All these systems are at my work behind a Kerio software router.
I have no problems running BOINC at home.

The error starts when a WU is finished and tries to upload. I may have a closed port that I'm not aware off.

Some more info:

When I start BOINC_GUI.EXE with parameter -suspend, and I check 'Disable BOINC Network Access', then check 'Run Always' or 'Run based on preferences' the WU's are crunching happily. If I enable the network access: boom, crash and game-over as soon as an upload starts.

Could this all start due to an error in BOINC_CLI.EXE?

Are you accessing the Internet through a proxy server (with userid/password authentication)?

I had the same problem. I circumvented it by installing Proxomitron 4.5
