It may be that the President may have knowledge to great ancient ritual powers beyond our understanding. Or, he just likes bald heads.

Maybe he was a big Benny Hill fan, and is trying to recreate that sound when Benny would smack the little bald guy's head.

And have never been elected to public office
Everything GWB does seems idiotic to me
