I've been getting a lot of this with Seti 4.08. I had BOINC 4.13 and this happened, then upgraded to BOINC 4.19 just to make sure it wasn't a BOINC version issue.

Attempts to reboot BOINC and pc were unsuccessful at fixing this problem.

BOINC runs at a low priority so check you processes tab on task manager to see what programs are using the CPU cycles.
